Checking your heart at home no longer means squinting at a beeping box. The one nuance is what you buy. Cholesterol is different: it has no symptoms, and "a simple blood test can check cholesterol levels" (CDC). That lab test is a medical expense too; Publication 502 includes laboratory fees that are part of medical care.

A good cuff still needs good technique. The AHA's checklist: no caffeine, exercise or smoking for 30 minutes; sit quietly for five minutes; cuff on bare skin with your arm supported at heart level; take two readings a minute apart, at the same time each day. What a high blood pressure or cholesterol diagnosis unlocks
The monitor tells you where you stand. Moving the numbers is mostly habit, and the AHA calls physical activity a first-line treatment for mildly to moderately elevated blood pressure and cholesterol, at 150 to 300 minutes of moderate activity a week. Equipment and supplements are where an LMN comes in. Publication 502 excludes supplements "unless they are recommended by a medical practitioner as treatment for a specific medical condition diagnosed by a physician", and a treadmill counts only when it is used primarily for a condition. A diagnosis you may already have, such as high blood pressure, is that reason. The monitors count at full price as diagnostic devices; equipment is where the IRS is stricter. For an item bought because of a condition, Publication 502 counts "the excess of the cost of the item in a special form over the cost of the item in normal form"; in practice most administrators process the full price against a valid LMN.
How an LMN works
The usual route is a doctor's appointment, often a co-pay, and a request for the LMN. If you contribute to an HSA, any FSA you also have can only be limited-purpose, for dental and vision (IRS Publication 969), so it won't pay for these.

Is a wrist blood pressure monitor HSA/FSA eligible?

Can I use my HSA or FSA for a cholesterol test?
